unusual management style

This hotel is extremely basic - which is reflected in the price.
It is located a couple of minutes walk from the RER (about 20 minutes journey to centre Paris), and there is a bus 350 that leaves from straight outside the hotel & goes to Gare de L'ouest in about 50 minutes (but cheaper than train).
When we arrived, instead of getting the double room we had requested (and had written confirmation we would recieve), were given a room with 2 single beds with another single bed mounted above other beds. When we returned to the receptionist and explained the situation, she informed us that it was hotel policy that they would TRY to accomodate customers requests, but it was not guaranteed. I informed her about the written confirmation, and she did not appear surprised, but simply re-iterated that it was hotel policy, but that she would see what she could do. After 10 minutes she found us a double room.
The room was extremely basic (but the double glazed windows were very effective, and we hardly heard any airtraffic when windows closed) with simply a double bed, 1 bedside table, and a small table & TV. The bathroom was tiny, with very slippy flooring. But every day the room was cleaned and frseh sheets and towels placed. There did not appear to be a resident receptionist either. The only time we saw a receptionist in our hotel, was when we checked in on the first night (we stayed 1 week). The receptionist actually seemed to work for the hotel next door. Other than this one time we and other hotel guests had to use the reception in the ajoining hotel.
The breakfast was buffest style & cost 4.60 euros. We had not booked, so when we asked to pay, the member of staff said that he had no change - we had to pay the exact money. After ransacking our hotel room for coins, & asking at the adjoining hotel for change, we found the exact money, which left us with no change for public transport. Breakfast was basic - yoghurts, cornflakes, bread, weak coffee. Then other guests arrived who also had trouble getting exact change - we noticed the staff member took their money into an adjoining room. Then another guest arrived who denied having any change, and after some time, the staff member grudgingly went to the adjoining room with his 10 euro note and returned with change for the guest. This was extremly inconvenient & we're not even sure that the money ended up in the hotel tills!
