I stayed at Ilkay for a week. Excellent value and great location, just looks run down and a bit decrepit. But look past the superficial shabbiness and you'll benefit from all the decent basics that you need from a hotel.
The location is truly fabulous - close to all the important sights in the old city (Blue mosque, Hagia Sophia, Topaki palace and the archaeology museum etc), and within walking distance of the Grand and Spice Bazaars. The hotel is also very conveninently located for the cheap and efficient public transport (tram and ferries across the Goldern Horn and Bosphorous).
My room was spacious and air conditioned, the shower was good and there was plenty of hot water, and the hotel provided free internet access and free use of a saftey deposit box. The staff were helpful with providing tourist information when required, they let me print out my boarding pass after online check-in using their office printer, and I was able to leave my luggage happily in a safely locked room for a few hours after I checked out. The hotel bar offers a "two for the price of one" on beer between 12-7pm, which I took advantage of.
On the downside, the front of the hotel looked unfinished, the carpet on the stairs was worn and torn, and there was plaster peeling off part of the ceiling in the corridor and a small section of my bedroom wall, but don't let that put you off!
